Extended Opportunity Programs and Services (EOPS)

Cooperative Agencies Resources for Education (CARE)
Extended Opportunity Programs and Services (EOPS) provides financial and academic support to community college students whose educational and socioeconomic backgrounds might prevent them from attending college or otherwise discourage their successful participation in higher education.


EOPS provides services and activities that are over and above" what is traditionally provided to community college students. At LBCC these services include:

  • Outreach and Recruitment
  • EOPS Orientation
  • Priority Registration
  • Academic and Personal Counseling
  • Study Skills and Developmental Courses
  • Learning Communities
  • Peer Advisement
  • Student Leadership Conferences
  • Workshops and Seminars
  • Individual Tutoring
  • Book or Cash Grants
  • Scholarships
  • Referrals to other Student Support Services
  • Assistance with the UC/CSU Admission Application
  • UC/CSU Admission Application Fee Waivers
  • Recognition Awards Banquets
The Cooperative Agencies Resources for Education (CARE) program provides additional support for single-head of household students with children under the age of six, receiving TANF. CARE services include book grants, child-care stipends, parking permits, and bus passes.

To receive EOPS/CARE, students must meet the following criteria:
  1. Be a California resident,
  2. Be enrolled full-time when admitted to the EOPS program (a few exceptions may be made for students with special circumstances to take 9 units),
  3. Not have completed more than 70 units of degree applicable college course work,
  4. Qualify to receive the Board of Governors Fee Waiver A or B, and
  5. Be educationally disadvantaged according to at least one of the following criteria:
    1. Are not eligible to enroll in associate degree level English or math, as per the SOAR Test,
    2. Do not have a high school diploma or GED,
    3. Have graduated from high school, but with a grade point average of less than 2.50,
    4. Were previously enrolled in remedial education, or
    5. other factors as set forth in the LBCC EOPS Office plan.
To apply for EOPS/CARE, students must file the Free Application for Federal Student Aid (FAFSA). All Student Aid Reports (SARs) received by the Financial Aid Office are screened according to the above criteria and, if eligible, an EOPS/CARE application is mailed to the student by the EOPS Office.
